Senior Manager, Commercial

Duties & Responsibilities


  • Pre-qualification of suitable subcontractors/ suppliers for the project and driving procurement;
  • Ensures proper preparation of and completeness of subcontractor/supplier tender documents;
  • Review scope definition documents and interfaces to remove ambiguity and scope gaps;
  • Review queries by bidders and responses to ensure clarity and alignment with Company’s expectations and required apportionment of risk;
  • Bid price analysis, review of all bidder submissions including qualifications / proposed amendments to Company’s terms and scope documents;
  • Internal alignment on selection of bidders and final negotiations to close on all open price items and terms prior to award;
  • Managing and aligning the cost of packages against approved budgets to keep within the project financial and profit objectives;
  • Preparation of recommendation reports for approval to commit to subcontractor/suppliers;
  • Preparation of Letters of Award and Contract Documents and following through for proper execution with due expedition.
Duties & Responsibilities

Post contract:

  • Perform cost management and monitoring / close tracking of changes/claims;
  • Track and review all subcontractor/supplier changes and drive settlement of open issues;
  • Implementing all project change management, payment and variation/change procedures and workflows;
  • Ensures effective administration of subcontracts and supply agreements;
  • Works closely with Project Managers and Client on all daily project operations;
  • Liaises and establishes rapport with Project Team, Clients, subcontractors and suppliers;
  • Monitor, review and preparation of responses to all notices and contractual communications from/to Client and subcontractors/suppliers in a timely manner to mitigate risk and protect all Company’s interests;


Project Finalisation and Contract Close-out

  • Preparing notices to Client including applications for Substantial Completion / Taking-over Certificate.
  • Implementing project close-out procedures
  • Alignment of subcontracts/suppliers deliverables with Client Head Contract requirements;
  • Negotiation and settlement of all changes/claims for closing-out of final accounts;
  • Proper final documentation for project close-out (bonds, warranties, signed final accounts).


  • Experience in engineering or construction industry
  • Experience in handling similar projects in excess of USD50 million
  • Diploma/Degree in Quantity Surveying / Building Sciences / Engineering
  • Minimum 10 - 15 years of relevant working experience
  • Familiar with SIA form of contract, PSSCOC & other international form of contract
  • Must be able to comprehend construction drawings, project specifications
  • Familiar with the local subcontractor & supplier network / obtain information through active networking with colleagues and Company database
